Rule to create email alert about changed data

Hi,
I am trying to create a rule to alert me (via email) when certain items on a CRF are changed during Administrative Editing (e.g. in adverse event CRFs).
I tried the expression (ITEM1 eq """ or ITEM1 ne "") and restrict the firing to AdministrativeDataEntry="true".
The rule then fires the first time the page containg ITEM1 is saved no matter whether ITEM1 has been changed or not.
If ITEM1is changed again the the rule does not fire again.
Has anyone any ideas how a change alert could be set up?
