OC 3.1.3 - Saving Required Item without value in repeating group record is not allowed even if Faile

OC 3.1.3 - Saving Required Item without value in repeating group record is not allowed even if Failed validation Check DN is entered
Testing OC 3.1.3,
I have noted that saving Required Item without value in repeating group records is not allowed even if Failed Validation Check DN is entered to justify for not providing a value.
This seemed not to occur in version 3.1.2 and makes it impossible to save even a complete set of records if one single record has no value for an Item that is flagged as Required.
Use of Special Missings allows to overcome the problem but … if the CRFs have been designrd not to use them, this malfunctioning can be a real problem for the data entry process.
Has anyone encountered this problem?
Many thanks,
Armando
