In the example, 1,87 and 720 are probably invalid against the same rule
(the CRF edit check). It would not make sense to me to create the same
discrepancy note again if the previous one for the same criteria is still
open, and the system does not create one.
Before closing a note, the data manager should check that the current data
is valid against whatever the reason was for the note being opened. This
doesn't happen automatically either, I think it's reasonable to make that
inconvenience since the system can't assume the note is completely resolved
when the value meets the validation criteria. For example there may have
been other issues raised in the note thread, or follow up actions required
