This might be useful for others....
I have managed to get OC3.14 running on the latest version of PostgreSQL 11.2. This is on a Windows Server 2012R2 machine.
To try this out for yourself:

Note: I had to swap the pg libraries in and out a few times before all the tables would install. Just keep stopping/swapping libs/starting and monitor the log files. Don't launch your browser until the log files indicate that the install is complete without error.
2. If you see a message stating
ERROR: language "plpgsql" already exists
Command was: CREATE PROCEDURAL LANGUAGE plpgsql;
Try removing the plpgsql extension on the database.
None of this has been fully tested however I have two separate installs running on different infrastructure and normal OC use appears to be fine.
You will want to do this on a dev instance first!
It looks like the issue with extracts on OC3.13/pg9.6 was resolved in OC3.14 - we don't currently use that feature https://jira.openclinica.com/browse/OC-8141
We have noticed that the Community Data Mart process has slowed for creating the clinicaldata materialized view from the build commands script. This appears to be related to the writing of the data but investigation is ongoing.
Is anyone else running on PG11 and seeing other issues?
