Unlimited group repeats - NOT unlimited?

Has anyone else had this problem (with 2.2) ...
Set-up a CRF with a group that has no number in the max repeats and when you try to use it it stops repeating (the add button stops functioning) after you have 39 entries?
I changed the CRF and set the max to 500 and it works fine (well, I tested well over 100 and it's working fine). Seems like a bug to me.
Also, an annoying thing ...
On the tab (for a repeatable group), it lists a number (in this case 279/279) after the tab title. It appears that this is the number of entered fields, but it doesn't seem to actually work - or make sense to me at least. When I created 100 blank rows (repeating groups) it listed 7/7 (there are 7 fields in each row). And I didn't enter any data in the first row.
Does anyone here know how those numbers are supposed to be working? I couldn't find anything about that (or didn't know what to call them when searching).

    I have recreated the first issue you asked about with unlimited groups
    not being unlimited. I have marked it as a known issue for 2.2 with the
    work around being to set a max of 500 or 1000 etc.
    As for your second question about the information next to the section
    titles in CRFs; it is supposed to display the number of items on that
    section, and the number of items that have data. I have noticed the
    numbers to be inconsistent when repeating groups are involved and we are
    looking to resolve that issue in an upcoming release.
    If there are no groups, the numbers should be correct.
