a basic question about spring

a basic question about spring
Hi,
I'm slowly trying to come up to speed about the Spring Framework.
I'm looking at web.xml. As I understand it, these directives
***************************************

contextConfigLocation

classpath*:org/akaza/openclinica/applicationContext*.xml

org.springframework.web.context.ContextLoaderListener

******************************************
'wire up' the framework during initial deployment of the war file. If you
make changes to any of applicationContext files, you'd not see any change
in the behavior of the application without redeployment. Is that right?
On the other hand, consider these directives:
**********************************************

ws
org.springframework.ws.transport.http.MessageDispatcherServlet

contextConfigLocation
/WEB-INF/ws-servlet-config.xml

ws
/ws/*

************************************************
Could it be that the framework consults ws-servlet-config.xml every time a URL with pattern
/ws/* is accessed via Tomcat? Am I way off base in thinking that maybe redeployment
isn't necessary in this case? Probably so! Any insights would be greatly appreciated.
Thanks!
